The BOA wanted us to learn about TIF, TDD, CID's, and their use as a tool!

So with the help of a good friend, and Crestwood resident, I have taken it upon myself to start your education right here with the math portion of these very important tools!

You may at first find this a bit confusing, but if you were to hire at least three law firms, it would become as clear as a new bell!

There is no doubt in my mind that these formulas were used in the calculations covering all the projects we have seen in Crestwood over the years, and why not, once you see it, you will grasp the total genius behind it

If this to you is funny then you have lost my respect. As a citizen, I would like to know what these redevelopment tools are and what they can and can't do. Your making light of the situation, shows a lack of responsibility to your readers. I for one would like to be a more informed citizen.

2:54 If you want to be a more informed citizen, then this blog is the last place you would to go. It supports the position of those who claim they didn't know what they were voting for when they voted to extend the Sunset on the Capital Improvements Tax because the ballot didnt say Police station and City Hall up grades. Never mind the fact that all 3 local news papers and the City's newsletter told them was the case and that there many meetings at City Hall to answer questions about it.
Notice however, how no mention of the Mayors tie break vote to provide a grandfather clause to certain business from the new service business tax. This when the city is projecting a income short fall in 2008.
Strange isn't it?

I know your Ram's were slaughtered today by the Raven's, but what did you expect? That said, if you want to be more informed, stay tuned, or go up to City Hall, and ask a few questions for yourself.

A blog is an OPINION site for everyone to state their individual OPINIONS, and not to be confused with a "white paper" of positive findings!

Folks, I've said it before and I'll say it again. Whether you agree with him or not, Tom has been a gracious host. He puts his name out there, he pays for the blog, and he allows us to post anonymously. We can ask questions, post opinion, or post a joke or two. An old country preacher had a teenage son, and it was getting time the boy should give some thought to choosing a profession.
Like many young men, the boy didn't really know what he wanted to do, and he didn't seem too concerned about it.
One day, while the boy was away at school, his father decided to try an experiment. He went into the boy's room and placed on his study table four objects:
a Bible,
a silver dollar,
a bottle of whisky
and a Playboy magazine
'I'll just hide behind the door', the old preacher said to himself,
'When he comes home from school this afternoon, I'll see which object he picks up.
If it's the Bible, he's going to be a preacher like me and what a blessing that would be!
If he picks up the dollar, he's going to be a businessman, and that would be okay, too.
But if he picks up the bottle, he's going to be a no-good drunkard, and, Lord, what a shame that would be.
And worst of all, if he picks up that magazine he's gonna be a skirt-chasing bum.'
The old man waited anxiously, and soon heard his son's footsteps as he entered the house whistling and headed for his room.
The boy tossed his books on the bed, and as he turned to leave the room he spotted the objects on the table.
With curiosity in his eye, he walked over to inspect them.

Maybe this is what they are teaching in law school!

2:43 where ya been? Kind of been quit on this here blog with out your stupid posts demanding information that you could find yourself if you werent so lazy. Too lazy to read the 3 (THREE) local papers, the Connections, or attend any of the PUBLIC meetings covering what the extend Sunset of the Capital Improvments Tax would be buying if passed.
If you dont think the City needs the $ then demand a ballot on the April '08 election calling for a return to the old sunset. If you think the City needs the $ then do nothing.
Pretty simple.

You are the one telling us that it was in the three newspapers including other communications so YOU should be the one putting your money where your horn mouth is. No Way are you throwing this back at me; I am not the one who has to prove anything, you are.

I read everything including labels at the grocery store. I get several newspapers every day including the New York Times so YOU tell me where you saw this infamous police facility publicized outside of the Aug. 2002 Newsletter and then you will have proved your case; until you do, you have less credibility than most on this blog.

Where you for the 14 million dollar police station? If so, why did you think we needed it.

If you were for the police facility, how did you think we were going to maintain it now that we are super broke with low sales tax coming in?

If you were for the police facility, why don't you petition to get it back on the next ballot?

Present your petition at a board of aldermen meeting, you know those meetings you never attend but ridicule everybody else because they don't.

Then tell the board why you feel that they should honor your petition and tell them why we need a new police facility so you can be laughed out of the chambers.

While you are at it, explain to everyone on the board why we couldn't afford to give the fire department a new fire truck 4 years ago because we didn't have the money so they had to settle for a used one but we can afford a multi-million dollar police facility.

Tell us why, while every other department has had to cut back, this new 14 million dollar police facility is needed?

Please give me honest and intelligent answers to these questions. Bet you can't.

5:04 PM All you talk about all over this blog is this cap. improvement sales tax extension. Yes this is the blog that you have stated you have little regard for but you managed to comment on over and over and over.

If the only thing you can talk about is this extension, I have to say you are really one-dimensional.

We got bigger fish to fry in Crestwood. We have a lot of problems as many now as we have had in the past.

The people petitioned to get this police facility stopped. If you can't understand that and cannot cope with it, write your own book about it.

Frankly, you sound like a real maniac. Last I remember, when the people speak, the mayor and members of the board are suppose to listen. So they petitioned and the issue was stopped.

Now all we have to do is get you to stop letting your mouth overload your rear.

Dear Posters 7:22, 7:42, 7:52 and 7:56.
Please read below as posted on 10/12/07. I find it a useless waste of my time to try to prove a negative to you, IE: provide you with the dates when the newspapers reported what was going to be on the ballot. You prove TO ME THAT IT WASN'T reported.

Then explain when you claim the voters would not have passed the extension if they had "know" all the fact's, why you don't jump and demand an end to the extension, like right now? Explain why you sit and cry like the mental midgets you are because I don't cut you any slack for you not knowing what the heck you voted for?
If you are so stupid to not know that the hours a police car runs in a year is much greater than the hours a fire truck runs in a year, and the truck costs 10 time more, well then maybe it's time for you to move into your new home being built behind the Creston Center.

2000 - staff visited other municipalities facilities

11/27/01 - feasibility study regarding a new police facility was authorized

5/02 feasibility study regarding new police facility (47 pages) was presented to the BOA

5/14/02 - police facility discussion & extending sunset provision on capital improvement sales tax

5/21/02 Work Session - Police facility

5/28/02 meeting - police facility discussion & putting extension of capital improvement sales tax on the ballot - timing it then because city was told there would be a movement in rates (cost more over 20 yrs)

5/28/02 - police facility memo

Seems to me that between 5/02 and 8/02 the public was informed. Everyone on this site seems to be able to read the BOA minutes or listen to the "cub" reporters now -where were you then????

Seems to me that now that you are no longer on the board and have to attend yourself, you are real good at chastising the residents who don't attend. But your smiling face isn't there either.

Seems to me that there are hardly any people who attend. I guess we are all guilty that is everyone except you.

Now that your partners in crime are no longer there on the dais either, it is easy for you to slam us.

What would we do now if we did vote for a new police facility? Answer me that. How much better off would we have been.

For you or your wife to be so adamant about this issue and for you to give me dates of meetings, still doesn't give me names of newspapers. These are all in house meetings that say nothing to me.

I'm not poster 11:32, but I do find in interesting that someone keeps posting negative things about Alderman Maddox and his wife.
To answer the question about where we would be if?
In the 1st place, the final plans were for a rehab of the City Hall and the station, not a new building.
2nd place, we would have a better place for all our city employees to work in, just like Roy wanted when he was on the Police Board and supported the idea.
3rd, are you telling me now that it was ok to extend the sunset because the City needs the money for other things?

You can be a cry baby about it, or keep on trying to make believers out of some residents, but you will never convince me that you did your homework. I am only one person, so why keep bitching about it.

I could have represented the citizens of Crestwood better than you with only one eye, and one hand tied behind my back.

5:26 If you spent as much time and energy on trying to figure out why Roy wants $30,000 for "legal" costs in next years budget as you do trying to figure out who posts what, you might be of use to this city.
By the way, check out the agenda for next Tuesday's BOA meeting. We are giving two brand new cars to department heads, ah yeah, living the high life.

TIF's, CID's, TDD's. Originally the federal government in their attempt to assist cities in acquiring economic development, set up these tax increment financing tools for our use.

But like many programs with the feds,they are very difficult to understand as well as their concept and their use. (Ever try calling Medicare for a simple answer?) Also, TIF's are very difficult to comprehend.

That's where the lawyers come in. Cities hire lawyers who are suppose to send us in the right direction so cities can use these tools in accordance with the law.

At the same time, developers use these tools to assist them in community development. Some developers over use these tools. Not Good!

However, as happens with almost everything in our society, someone finds a way around the law and around the original intent of a program or programs. That spells trouble for us.

Hence, we are stuck with a bunch of people who are basically more interested in padding their own pockets who are called lawyers, and economic development people, totally inept at getting us answers. All they know is that they are being paid a bunch of money by cities who rely on them and the cities get nothing.

City administrators or assistant city administrators should be the ones who go to meetings to bring back information to their cities and learn the in's and out's of this whole criteria. Then they should have meetings with city elected officials to explain how they work. And THEN sometimes, these TIF's should just be left alone, and never started.

And so it goes....

Ms. Brown or anybody picked for the position of economic development person is a position we never had in this city for years. Stop being so Touchy, touchy!

I never said Ms. Brown didn't have qualifications and never inferred she didn't earn her keep. But what I am saying is that city hall keeps telling everybody we need to cut positions and costs. Why not the economic development person, if we are struggling with finances??

The lawyers involved with all the TIF's plus lawyer fees for personnel issues, and lawyer fees for the city attorney, is quite a load. I am even amazed we have enough money to hire an economic development person. Chill Out. Enough of the cross examination. .
The city can hire ten more for all I care; makes no difference to me.

As far as my work and my pay! HUH!








We never had one for years. The CA or Assistant CA did that job. I never said she isn't qualified or that she and others didn't earn their keep.

Cross examination, who are you kidding, look at the posts on this blog and tell if there hasn't been cross examination from it's first post? Isn't the problem you have now is the cross examination is about the current people in power, not the former ones that it was ok to "cross exam"?

9:16 I don't care if it is this administration or the last administration that does things that are unfair, unjust or bias. I will call it like I see it. Let's get that straight for one thing.

If this city employee has been unfairly treated, I will be first in line to stand up for her whether or not I supported this mayor or the previous one. I, for one, would hope that if she has been wronged in any way, she has the courage to speak up, that's what I think.

Unlike you, I look at the facts. It matters not to me who it is that does wrong. Wrong is wrong. If things were done wrong in the past, in my opinion, I will say so. If things are done wrong now, I will also say so.

So calm down, take a deep breath and say your prayers.
