I have been to a county fair or two, two goat roping's and a car wash in my time but never, ever have I read or heard of ANYTHING like this!
From now on it would seem the progressive / Liberal establishment in England (how ling before it's here?) will be monitoring the speech and behavior of your THREE YEAR OLD for tendency's not "acceptable" to the "new thinking!"
Are we to accept the premise that a three year old really has complete and full knowledge of what the are saying, or is it possible they are repeating what they heard somewhere else?
At any rate if these lame fools get their way kids will be entered into a "data base" THAT MAY WELL HAUNT THEM FOR THE REST OF THEIR LIVES, ALL THANKS TO INSANE POLITICAL CORRECTNESS!

I would tend to disagree with these criteria. However, I really think that we should make an effort to detect psychopaths (which can be done) in kids. I am saying this as a conservative coming approach of pre-emptive strikes against crime. The liberals have for too long prevented society from protecting itself. Getting rid of the whole "closed records" of kids under 18 that commit crimes is a crime in itself IMO
